It appears that there is a mismatch between the Apple ID that you are using on your iPhone and the Apple ID that is being used to activate Messages.

  1. Go To Settings-->>Tap on your Apple ID (Your Name at the Top) and note down the Apple ID in use.
  2. Go To Settings-->>Messages-->>Send & Receive-->> Tap on the Apple ID and Sign Out. (This Apple ID is probably different from the one that you noted from Step 1).
  3. Do the Same with Face ID. Settings-->>Face Time-->> Tap on the Apple ID and Sign Out. (Do this if the Apple ID matches the ID in Step 2. If it matches Step 1 then leave it alone)
  4. Restart your iPhone.
  5. Go Back to Step 2 and this time Sign in Messages using the Apple ID that you noted from Step 1.
  6. Go Back to Step 3 and this time Sign in Face Time using the Apple ID that you noted from Step 1

This will activate Messages and Face Time and align with the Apple ID in use. This should solve the issue.
