Uploading Photos again after moving to new MacBook

I used Time Machine to move to a new MacBook this weekend. I just opened up Photos, and after about 10 minutes of "restoring", I saw my photos. However, Photos started re-uploading all the photos from my library again. I don't want it to upload them again if they're already in iCloud; there's not enough free space to do so anyways. How can I stop this from happening, and force it to recognize the photos that are already uploaded? Do I need to disassociate the old laptop from iCloud? I don't want to do that, I want to "Sync" them instead.

When you moved to a new computer and signed back into iCloud, the sync starts over again. That is normal. The sync is comparing what is on the computer to what is in iCloud. Unless there is an oops, no new photos or duplicates will be uploaded.
