i can't download any free app from app store because they told that i need to verify payment information and my visa cart doesn't work anymore so why i can't just download any free apps without asking me that confirmation for payment method
You must have a valid payment method in your account to download anything. If you have no subscriptions you may be able to remove the payment method, but if it is present it must be valid. See—>Change, add, or remove Apple ID payment methods - Apple Support

when i go to subscription i have 2 options first for the active one and second for expired one and all of it is cancelled and they still ask me the same confirmation when I want to download a free app
Perhaps you didn’t understand what I posted, so I will post it again. YOU MUST HAVE A VALID PAYMENT METHOD IN YOUR ACCOUNT TO DOWNLOAD ANYTHING. If the payment method in your account is NOT VALID you can’t DOWNLOAD ANYTHING, NOT EVEN FREE APPS.
