I want my phone to read the screen out loud to me. My old phone I could swipe 2 fingers up or down and the phone would read the screen to me

Thanks for your post today about hearing your iPhone speak selected text. I'd be glad to see how I can help.
It sounds like you're referring to the Speak Screen setting within the Accessibility options, so let's make sure that is turned on. Go to Settings > Accessibility > Spoken Content and make sure that Speak Screen is turned on. This will then allow you to swipe down from the top of the screen with 2 fingers and hear the whole screen. There are also a few other options for speaking the content on the screen so check out Hear iPhone speak the screen, selected text, and typing feedback for more info on those.
