When trying to send a PDF via messages to either of my brothers who both use an android phone I am unable to. How do I send a PDF to an android phone from iPhone via messages...I have "Send as SMS" toggled to on.

You can't send files over SMS or MMS messages unfortunately so there's no way to send a file directly from the Messages App, unless the recipient has an Apple device and is using iMessages.
If you need to send a file, you will need to do so via email or a chat application such as Whatsapp.

Whatsapp can send PDF files (if your correspondents use that app).

Have you tried email?
Neither of the people I am trying to send the document to use their email on a regular basis so it would be more convenient for them to receive it through messages.
