I accidentally turned off Apple Cash and now I can’t turn it back on and my wallet setting is completely gone

Make sure that your region for Apple ID is set correctly (USA) Change your Apple ID country or region - Apple Support and that the region on your phone is set correctly [Settings>general>language & region - set to your region to USA]. If you are not in the USA you cannot use Apple Cash. You might want to try a forced reboot Restart your iPhone - Apple Support and sign out of your Apple ID and back in.
