Add Apple Store gift cards to Apple Wallet

It appears that with the creation of Apple Pay, Apple Wallet no longer accepts Gift Cards. My Apple Store Gift Card says "Add to the Wallet app on your iOS device. However, when I press the + to add a card, I am told I can add a credit card to my Apple Pay account. The only options are CONTINUE or CANCEL. If I press CONTINUE the iPhone Camera opens to scan the card, but, since it expects a credit card, the gift card does not scan; entering the card number manually results in a message that "This card is Not Eligible for Apple Pay." I did not want to add the card to Apple Pay; I wanted to add the card to the Wallet, as I have done in the past. Is the Apple Wallet use now for Credit Cards only?
