Unable to Upgrade to Catalina
Even though Apple says my laptop (MacBook Air (13-inch, Mid 2013) is compatible I can't upgrade to Catalina.
When I go to System Preferences it says "your Mac is up to date"

I have the same problem - ( compatible 2015 MacBook Pro) - tried the link , it opened to the APP store with 10.15.3 version which opened to the my system preferences update and then tells me mac os update isn't available.
Run this command in the Terminal then reopen System Preferences > Software Update.
sudo softwareupdate --reset-ignored
Back up your data, check your applications for compatibility, and download Catalina from the link provided. It's a full version upgrade and won't appear in System Preferences.

Don't use System Preferences, Software Update. Catalina is an upgrade, not an update. Use the App Store app to download the installer for an upgrade to Catalina.
FWIW, that's incorrect. When you click on the link in the App Store it opens System Preferences > Software Update.
The user is running Mojave.
I had the same happen.
I found Terminal and that string worked!
