Personal Hotspot - Same laptop (Lenovo) hotspot works/doesn't work depending on the iPhone

Trying to help a technically challenged friend.

Personal Hotspot doesn't work on their iPhone 11

Used to work on their wife's iPhone X, but now doesn't

Works on their son's iPhone 8

What does not work mean - Sometimes the SSID is not seen, and when it is seen and he clicks on it he's never prompted for credentials to connect.

Laptop updated with latest drivers and BIOS.

Personal Hotspot does work on his 11 with the cord.
