It starts to download but then it says estimated remaining time and towards the bottom it says resume download but it’s greyed out can’t click it. Why is that? I am hooked to WiFi and am charging. See picture below

So, try a "forced" restart of your X:--> Force restart iPhone – Apple Support
When done, restart the update process (while connected to a stable and possibly fast wifi network).

Are you sure your wifi network has internet access?
Are you sure you have enough space on your device?
Have you tried to update your device using a computer with iTunes?

I can’t find the update in the list of apps so I can’t remove it and try it again.
Already have tried that more than once
My iPhone 10 will not update to the latest iOS 13.3.1.
