Why do deleted pictures remain on the icloud on my pc?

Whenever I access the iCloud folder on my PC, there's always pictures on there that i have deleted months ago. How can I stop that from happening? How can I get the folder to match what's on the photos app on my iPhone.

iCloud Photos in iCloud for Windows doesn't have the same syncing as iCloud Photos does with Apple devices. See the following from Get help with iCloud Photos on your Windows PC - Apple Support


When you delete photos and videos from your Apple device or on iCloud.com, they won't delete from your PC. And when you delete a photo or video on your PC, they won't delete in iCloud Photos.

When you delete photos and videos from your Apple device or on iCloud.com, they won't delete from your PC. And when you delete a photo or video on your PC, they won't delete in iCloud Photos.
