You can download iCloud for Windows here: https://support.apple.com/en-us/HT204283

Once installed, just check the box for Photos, and if you click Options you can specify a folder to download to.

You can also do it online at https://www.icloud.com/photos/. Just select all the photos, and click Download (cloud icon with down arrow in upper right of the page).
