I'm glad you decided to reach out on Apple Support Communities. If I understand correctly, you’re getting an error where you aren’t able to access websites that you were previously able to access on your iPhone 11 running iOS 13.
I would start by making sure the iOS software is updated. Apple released iOS 13.3.1 a few days ago.
Update your iPhone, iPad, or iPod touch
You may need to Clear the History and Cookies from Safari on your iPhone.
Then I would test with different networks. Try on Wi-Fi, your cellular data connection, and another Wi-Fi network, if possible. Does it happen with all network connections? What about all websites? If it’s only happening with select websites, are you able to successfully visit them on different devices?
