Is it possible to set up Apple TV on a Samsung UN65KS 9500 TV ( purchased 11-2016)?

Samsung have only provided the TV app on specific models, the earliest being from 2018. It would be up to them as to whether they add more. The other option would be to use a streaming device that is compatible with the app (see link below)

As long as your TV has an HDMI port then you can connect an Apple TV box to your TV. Or are you talking about the Apple TV application?
