Try to reboot your router. Unplug it, count to 10, plug it back in.
You are on your home wifi and not a hotspot or hotel right? Because if you’re in a hotel sometimes safari has a bad time pulling up the ‘agree to our terms’ page from open wifi spots. If you’re in a hotel or the like, try a different browser to see if you can get to the terms page

Hotspot
1.Restarted my ipad
2.Reset network settings
Go to hear that you’ve resolved the problem.
That only option I have now
