Hi everyone i would be really grateful if anyone could help
i need to find the at&t account my iPhone has been connected before the only info i have is the imei number , or if there is some way to find all the icloud addresses that have been used before on my phone

There's nothing you can do. AT&T won't give you that information, and Apple doesn't have it.
It can't be unlocked.
I wouldn't be surprised if it's completely blacklisted.
If the person you got it from can't fix the situation, and you can't get your money back for the phone, you may as well just recycle it.
I don't think you're going to get an answer on those things. Apple places a high value on privacy and security so I doubt this will be the best place to get an answer. Contacting Apple Support would also be useless seeing as they try their best to uphold Apple's standards of privacy.
Why?
Because my iphone carrier is blocked and it has unpayed bills at at&t i need to find its account so i can pay the bills and unlock the phone
