Why does the Apple TV 4K box need memory? If it’s just streaming content, what does it need to remember or retain that could possible use 32 or 64 gb?

The storage is for Apps, games and their own internal data. Not for file or media storage unless its within an App.
Games specifically can be several gigabytes in size.
