where is the "gift" icon in the app store after I click share
If I want to buy an app for a friend where do I find the "gift" icon that I am supposed to click after I click the share button

On what device exactly?
You cannot gift apps from a Mac.
On an iOS device, it should be in under the "Copy Link" option. Note, that you cannot gift a free app, nor one you already own.
