See this Apple support article—>Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
Of course, this assumes that the phone was backed up to iTunes, iCloud or both. Note that iCloud backup can be configured once and it will back up automatically every day when the phone is locked, connected to Wi-Fi and plugged in.

The easy answer is to restore a backup that has the contacts.
