Memory: 4 GB 1333 MHz DDR3
250GB SS hard drive
My fans constantly is on and the battery drains very quickly even though it is fairly new. I have tried all the usual procedures ( PRAM AND SMC reset) but to no avail. So I thought I would try an updated OS. But I don't want to load something that will give me even more problems

You'd better upgrade RAM, you can upgrade till 16GB(two 8GB 1333 MHz PC3-10600 SO-DIMMs) and replace HDD with SSD.
High Sierra is the last OS you can upgrade to. With 4GB and a rotational drive you may find startup and application launches slow. More significantly, with only 4GB you'll find your computer using virtual memory (moving data to and from the hard drive) which will make the computer feel sluggish. My experiments with a 2009 MBPro and a mini convinced me that if you have money for only one upgrade get the SSD.
