No it is not. Apple will never call you about your account being breached. Do not respond or do anything that they told you to do.
Never post your phone number in a public forum. I asked the hosts to remove it.
Avoid phishing emails, fake 'virus' alerts, phony support calls, and other scams - Apple Support
