This is primarily a user-to-user support forum; other Apple users like you. I have no way to know if you have an Apple Card and also wasn't aware that it could help with support. I also don't know of any other way than to contact Apple Support as indicated in the link.
Actually that link does work and tells you to stop trying to fix it yourself and click on the link to contact iTunes Support. Is this too hard for you to understand? Were you not able to grasp that this is a user-to-user technical support site operated by Apple and there is no one from iTunes support here to solve your problem?
Maybe you could explain how this link doesn't work instead of speaking in babble.

FoxFifth pointed you to the exact relevant link. It explains what you need to do. Having an Apple Card means nothing at with regard to your problem.
If you don’t have solution, then stop sending ridiculous links that do not work. Just said I DON’T KNOW. Apple calling is like calling 800 ABYSS
