My question is why I see it in Russian, my UI in English? And why I still need to do something? Initially situation was that I do not have enough money for next payment. But now passed a month, I payed several times for apple’s services. How I can dismiss that? I do not have any changes in my payment info. Looks like a bug!

From what I've gathered in your post is that you're still getting a message about your payment information. I'd like to help. It's possible that the payment can't be used or needs to be updated. Check out these two articles:
If your payment method is declined in the App Store or iTunes Store
Change, add, or remove Apple ID payment methods
Be sure that all information matches the Financial institution. You may also have to reach out to them for help as well if they blocked iTunes purchases.
What region is your iTunes & App Store is set to? Change your Apple ID country or region
If it's set to Russian this may explain why it came up in that language.
