You have your answer here. If I may ask, why is this such a problem for you? It's mot a command that anyone must use, and it can be very useful at times. If it is somehow causing a problem, you can tell us what that is and someone may be able to help.
Command+q is by default, built into every macOS application as its Quit keyboard shortcut. It is thus reserved, and not available to the end-user for remapping.

By "they," if you mean Apple, it is not going to happen. Too many applications involved that would break.
That's like asking Microsoft to allow you disable Alt+F4 for closing an app. All apps expect that keystroke to be a "quit" command.
