cannot startup/run pycharm IDE on yosemite

clicked the download button at

https://www.jetbrains.com/pycharm/download/#section=mac

for the community version of pycharm. What downloaded is named pycharm-community-2019.3.2.dmg

I am running OSX Yosemite 10.10.5. The download fully completed twice. Was de-compressed by the default system utility. Then prompted to drag a pycharm icon to an applications folder icon. After completed, double-click on the application. System security asks if I want to open it and I click open. Then, nothing happens. I rebooted and repeated. Unlocked downloads security and repeated. Same problem.

Any help is greatly appreciated!
