Seems almost everything is pay per view. At least, everything I'd want to watch. Nice offer on the surface, but most of the free TV shows are available on the station's site free for the same amount of time. Maybe I'm missing something here?

Yes, you are missing something. There is a difference between the Apple TV app, and the Apple TV+ subscription service. The shows content from a number of services and sources. Some are free, some are not. Those have nothing to do with the free offer; that is for the subscription service.
