is there a way I could use my phone in light mode but use some apps like Instagram in dark mode? For example on Twitter i can choose whether I want to use the app in light or dark mode. Like I don’t necessarily need to turn my phone on dark mode to use Twitter on dark mode

Instagram will need to provide that capability just like Twitter does. The dark mode with iOS 13 can only be activated universally and it is not an app specific setting.
