Album Artwork Not syncing
When I sync my iTunes library with my iPhone, I see that the album artworks are not getting synced.
This has happened after iOS 13.3 update. Is it a known issue?

Thanks for reaching out here in the Apple Support Communities. I understand that since you updated your iPhone to iOS 13.3, your album artwork is no longer syncing from your iTunes library.

The latest version of iOS is 13.3.1. and I suggest that you back up your device and then update. This article explains how: Update your iPhone, iPad, or iPod touch
If you're using Windows or macOS Mojave or earlier, check that you're using the latest version of iTunes: Use iTunes to sync your iPhone, iPad, or iPod with your computer
If you have a Mac with macOS Catalina, you'll be using the Finder to sync and manage your content, and you may need to upgrade your iTunes library: What happened to iTunes?

It sounds like something is getting duplicated in the syncing process.
Before doing any more troubleshooting steps, please make sure to back up your device so that your information will be safe. How to back up your iPhone, iPad, and iPod touch
Once you have a backup, I recommend removing all the synced music from your iPhone, and then syncing again from the Finder: Use the Finder to sync your iPhone, iPad, or iPod with your computer

Which computer and operating system (and iTunes version) are you syncing your iPhone to?
Also, try removing one of the albums from your iPhone, and then syncing that album again to see if the album art appears.
That will let you know that something on the music file that already exists on the iPhone isn't allowing the art to transfer correctly.

Yes, of course something is not right.
I figured out that 'Home Sharing' was causing duplicates in my library and hence the mismatch in playlist count. I disabled Home Sharing, removed all my music from my iphone and resented it again.
This time, I was able to see album artwork correctly and also playlist counts was correct.
But today - I was playing music from my iPhone, album artwork was displayed on the screen. But once one song was completely played out, when it moved to next song, album artwork vanished from the screen. I checked again artwork went missing from the entire library.
There seem to be a serious bug in music app.

Something is definitely not working as it should, despite all the steps you've taken.

I have raised this issue with Apple Support multiple times. I have chatted with support executive multiple times. I have had callbacks arranged with support executives multiple times. I have provided screenshots, shared my phone screen, my mac screen multiples times (over 6 times). However, every time, the same questions were asked, same screen shots were asked, same stupid and useless answers were given to me without resolving the issue or without trying to understand the issue. Exasperated by this, I updated the support executive during my last call that I won't be going anymore information (as the same info were asked by me over 6 times already).

The problem of artwork not syncing has been observed after iOS 13.3 update.
I have the latest 13.3.1 running on my iPhone. But I have observed that artwork problem still persists.

I just did what you suggested - removing an album and syncing it again. While album artwork appears in most of my albums on the iPhone, this has created a BIG MESS now. Sync has gone haywire.
I have a playlist (on my mac) of songs that I have never played - where play count is less than 1. It has only 3 songs in it. It used to sync properly with my phone all these days.
When I synced after completing your steps above, now I have over 3500 songs on this playlist on my iPhone where as mac shows only those 3 songs.
What's wrong with Music app? I removed the playlist from sync and redid sync again but still this problem persists. Now I'm left with over 3500 songs on this 'Unplayed Playlist' on my phone.
