Why can't I download and upgrade to Mojave instead of Catalina?

MacBook Air 13", macOS 10.13

I see. That wasn't your original question. Delete any copy of "Install macOS Mojave" that may be in the Applications folder and try while in Safe Mode.

I tried that ... several times. It always gives an error message "This copy of the Install macOS Mojave application is damaged and can‘t be used to install macOS." ?

Yes, sorry ... I should have said in my last post that your reply made me search further. I found the Install Applications and tried again with same result. I will try it in Safe Mode now.
