So I play the online game called yugioh duel links on my iPad, and I want to use an iTunes gift card to pay for in game items, do I need to enter credit card info first before I can use the gift card? I don’t have a credit card so this might be an issue.

Yes, if you want to use your credit card information to set up your Apple ID Account, you'll have to enter that information first, to complete the setup process.
After that you can use iTunes Gift cards, and as long as you have iTunes credit, your credit card will not be charged for purchases.
