No way to know.

Maybe Apple is doing something different with its products in Canada?

I can't give you any answer other than if you want faster charging, you'll have to pay an Apple store in Canada the cost of upgrading to the 12W power/charge adapter or upgrade to the more expensive, faster charging 18W USB-C power/charge adapter and the Apple USB-C to Lightning charging cable.

I am thinking about purchasing these two accessories for my older iPad Pro just to get a little faster charging time for my own iPad Pro.

I just purchased my wife's iPad last week from Amazon.

It is a brand new, WiFi ONLY, 2019 iPad, 128 GBs storage, 7th gen iPad.

No refurbished. Everything all Apple in the box. The Apple power/charge block is a 12W power block.

How long ago did you purchase this 7th gen iPad for your mom?

Maybe Apple switched to shipping these 7th gen iPads with the 12W power/charge adapter, instead.
