I can’t find any working solution. I noticed this issue with Spotify and Pandora, not Apple Music. While listening to music, the volume goes almost full blast for a second right before it notifies me of an incoming alert/text. It hurts my ears and very annoying.
I have AirPods Pro firmware 2C54
Any verify a working fix for this??

I had a similar problem and fixed it by adjusting the setting of the iPhone's equalizer.
Go to Settings -> Music -> EQ
Set your EQ to "Off." I had mine set to "Late Night," for example.
After I did this, I didn't have any further problems with volume when switching apps or using Siri.

It sounds like you've narrowed the issue down to only occurring with Spotify or Pandora. Since it's just happening with these two apps, the first thing I'd suggest is going through the steps in If an app unexpectedly quits, stops responding, or won’t open - Apple Support. Even though the title of the article discusses the app not opening or not working, it also helps when the app just misbehaves. Do this for both Spotify and Pandora.
If the issue continues after that, I'd suggest resetting your AirPods Pro: Reset your AirPods - Apple Support.
