Thanks for using Apple Support Communities! I see you have a question about the Ask To Buy feature, and I'd like to help out.
When you set up Family Sharing for a child under 13, Ask To Buy is enabled by default. Over 13, it would have been enabled when adding them to the family.
You can turn it off, if you'd prefer not to monitor their app, music or iBooks downloads. Request and make purchases with Ask to Buy
