Dictionary Download
I try to download the dictionary from Settings >> General and it keeps saying the operation couldn't be completed (3). I restarted but the problem stills.

I understand from your post that you have not been able to download one of the dictionaries on your iPhone. Does the same thing happen when you are connected to Wi-Fi and try to download it?

Let us know how it goes so we can further assist you if downloading over Wi-Fi does not resolve the issue.
