My series 3 watch is stuck (acts like touch screen not working). Does accept unlock touch codes or allow to reboot watch. Any suggestions

I see time background picture. But screen touch doesn’t appear to work or function
Do not see water drop icon. Do have small time (6:16 pm) shows in upper right corner.
Did try turning crown a few turns no change.
Try a forced reset;
To force reset your Apple Watch, press and hold both the side button and Digital Crown for at least 10 seconds, then release both buttons when you see the Apple logo.
So you see the time when you turn your wrist or is the screen always blank?
Is there a water drop icon on the top middle?
If so you have the water lock on. Turn the crown a few revolutions until you hear the watch beeping
