Unable to download Apps on my Iphone

after double clicking to start a download of an app I am getting a message saying Apple has updated their terms and conditions and I must read them. I hit ok a screen flashes open then shut but no download. Any ideas how to fix this?

Apps not downloading after purchase If I click to download on my iPad an app the purchase comes up then pressing the download it spins for a bit and nothing happens

completely close out the app store and then do this Force restart iPhone - Apple Support
