I pick storage downgrade but it still says the largest one will be billed 2/28/2020

I’m trying to downgrade iCloud storage but I keep choosing smaller and it still says 2 TB billing on 2/28/2020

See this link: https://support.apple.com/en-us/HT207594 It says;


"When you downgrade your iCloud storage plan, the storage decrease takes effect after your current monthly or annual subscription ends.*"


*Contact Apple within 14 days of an upgrade for a refund. Partial refunds are available where required by law."
