Do Not Disturb exception settings

I need to have a few contacts bypass the Do Not Disturb setting, via text and phone. I have set up my phone and contact information exactly as stated online. However, it is not working. Texts and calls are missed when Do Not Disturb is enabled. I have set up the Emergency bypass for text as well as for phone on the contact information. I have powered off, powered on my phone after setting up the contact Emergency bypass. Sounds like this bypass might have a bug - has it been fixed?
