Second Hand Ipad

I bought a iPad from a classmate in November well after the purchase he up & moved out of state.. & when I tried using the iPad or activating it; it said it was linked to his Apple ID & I cannot get in contact with him at all too unlink it. is there by any chance a way that I can? or did he just rip me out of my money at this point?
