Do you have a Mac computer? You can create them on that and then they will appear on your phone. Create Smart Groups in Contacts on Mac - Apple Support

You cannot create a group on the phone itself.

Then how do I create a group that I want to send emails to? I have four groups now but I don't remember how I created them.
