When the status light flashes quickly, other than during updating, then the software on the Apple TV needs to be restored.

If you have a computer with iTunes, then you can do a restore yourself. Restore your Apple TV through iTunes - Apple Support

If you don’t have what you need for that kind of restore, make a reservation at a Genius Bar or contact an Apple Authorized Service Provider.
