Is it possible that the button wasn’t on previously on your other devices? You might go to iCloud.com on a Mac or PC and click on Contacts to verify that your contacts were uploaded to the cloud previously.

You should be able to go into Settings —> {Your Name} —> iCloud and then make sure the Contacts button is turned on.
