I wanted to download Minecraft on my IOS phone as I switched from android and it says that I have to buy it again yet I’ve already bought it on another device, is there a way I can get it on my IPhone?

Minecraft for Android and Minecraft for iOS are two different apps. You need to purchase the iOS app for use on your phone.
Sorry, no. You need to download / install that app again from AppStore because they use two different operating systems (the same happens viceversa).
