message not working iPad
My iPad Pro will send and receive iMessages, but will not send or receive normal messages to android phones.

Your statement is absolutely correct.
Your iPad is not a cellular telephone. No iPad, whether a cellular model or not, has an ability to send or receive SMS text messages.
If you happen to own an iPhone, the iPad can use the iPhone to communicate to Android phones using Apple's Handoff.
