The Lock/Unlock is in the Control Center. Here is how to do it-
.3. The circled (in RED) button in the picture is the lock that you can tap and unlock.
.4. Your iPhone should rotate the screen to Landscape after the lock is unlocked.
.5. You can always repeat the steps to lock the screen in Portrait at any time if you wish,

My Iphone XR and 11 do that once and a while. It's especially annoying when it's on Messages and won't rotate back to Portrait. I usually have to swipe "Right" to close the app, then re-open it. Curious what the fix is since Orientation Lock is off on all my phones.
maybe because you have the portrait lock on, check the control center.
