Unable to download music without network

It sounds like you’re unable to download music while using Airplane Mode on your iPhone.  Depending on how you’re using Airplane Mode, you may be unable to download music due to not being connected to a network.  When in Airplane Mode, you can enable Wi-Fi and Bluetooth, you’d just need to enable each separately after turning Airplane Mode on.  This would allow you to download music while being in Airplane mode, since you’d be connected to a Wi-Fi network.
