Cannot make in-app purchase

I am trying to make in-app purchase but msg shows cannot make purchase, ask me to contact iTunes support

iPhone 7, iOS 13

If you haven't already done so do as instructed and contact iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Get Support down the page)
