IPad camera jumping around

I have a 10.5 inch iPad Pro running 13.3.1 and when I open the camera, the image in either photo or video mode jumps around in up-right-down-left pattern repeatedly. This persists after reset. The actual lens is moving. Video playback shows this jumping. Camera is unusable like this.

Camera My screen flickers/wobbles when the camera app is used and there is a rapid clicking sound internal to the phone almost like the focus is working overtime. I’ve rebooted several times and lenses are clean.
