Problem

I have an old iPad, which is (iPad2) and I want to upgrade it to the latest version but it always says you’re up to date in (9.3.5) and I want ios13

iPad 2, iOS 9

Sorry, it cannot be updated beyond that. It won't support any later version, not even iOS 10.
