HDCP is copy protection that is required in order to stream commercial content. If your monitor is compliant and was working before then typically that means that there is an issue with the connection. Make sure the HDMI cable is secure, try another port and cable. If it persists test on another TV or take to Apple for testing.
Apple TV connects to the TV using HDMI and that is the only supported method and is required in order to view protected content, along with having an HDCP compliant TV.
Does your TV support HDCP? Did it work before or has this message always appeared? Above you said you didn't have an HDMI cable..if you are already connected via HDMI and it worked before then as suggested make sure it is secure and try another port.
If it persists then you would need to either get another cable to test, test on another TV or take it to Apple for testing.
You didn't mention which Apple TV you have, if unsure see link below. Be aware that if it's an older model, the 2nd gen is classified as obsolete and no longer supported (it's 9 year old hardware so that is also a factor), the 3rd gen is discontinued but Apple is still supporting it.

If this issue has always occurred and you are unable to verify HDCP compliance then there wouldn't be much you could do.
